Remove the unused getCodeReviewPrompt() method from SystemPromptConfig.
It had no callers anywhere — no production code, tests, configs, or
reflection references — so it was genuinely dead code rather than
work-in-progress. The sibling prompt methods (getCoreSystemPrompt,
getLowQualitySearchPrompt, getGuidedLearningPrompt) all have production
consumers, so removing this one breaks no convention.
