PHP 8.6 has entered the beta/RC phase of its release cycle and is due out at the end of 2026. The PHPUnit workflow already runs against it, so the local Docker environment workflow now does too. Like the PHPUnit jobs, this is a separate job with a limited number of combinations, and PHP 8.6 is not added to `.version-support-php.json` until it is released. This adds PHP 8.6 to the Local Docker Environment workflow's test matrix.
