v3.0.9 is description-only — propagates the list_accounts/sync_accounts account-discovery MUST into accounts/overview.mdx (adcp#4302) and fixes stale HMAC-as-recommended framing in legacy webhook auth schemas (uses RFC 9421 as the default guidance instead). No wire shape change. Generated file diffs are limited to source-path bumps (3.0.8 → 3.0.9) and description-only docstring updates. Unblocks adcp-client#1624 — the storyboard runner.ts:936 fix can now cite v3.0.9 normative language for the universal account-discovery requirement.
