• Migrates to latest Sphinx
• Adds MyST parser and root config.py for markdown
• Moves the sphinx reference to cli
• Generates ./reference.md from cli/index.rst
• Refactors links
• Adds sphinx-markdown-builder
• Adds sphinx-starlight-builder (fork of @joe-p 's work)
