chore(kirocrew): bump base image to 0.8.0 - #21

Bump the kirocrew custom image's base from ghcr.io/kirodotdev/kirocrew 0.7.2 to 0.8.0 (kiro-cli 2.28.0), pinning the current 0.8.0 multi-arch index digest, and sync image-specs.json version to match.
The TinyTeX layer failed in CI because the pinned installer's tlmgr is
older than the tlnet CTAN repo it talks to (TeX Live year rollover), so
'tlmgr install' aborts with 'tlmgr itself needs to be updated'. Add the
documented remediation ('tlmgr update --self') before the package
install. Pre-existing break, surfaced by rebuilding for the base bump.
