Add support for syncing PR review data to the local filesystem:
- Review list (approvals, change requests, comments)
- Review threads with resolved/unresolved status
- Per-reviewer state aggregation
Synced to .ghfs/pulls/<number>-<slug>/reviews.json
This enables offline review of PR feedback and agent-based analysis of review patterns.
