Support session with CPP conditional compilation for SSL.

Description

Add conditional compilation for SSL session support

This change introduces CPP macros to enable optional SSL session support.
The primary motivation is to maintain compatibility with older systems that
use low glibc versions and are unable to support OpenSSL 3.x in offline
environments, where upgrading dependencies is difficult or impossible.
