The Android internal SDK (financial.atomic:transact) is published by
this team, so the 7-day maturity cooldown just delays wrapper releases
without adding safety.

Adds commit-message: prefix chore + include scope so bumps land as
'chore(deps): bump X from Y to Z' — passes commitlint and shows the
scope in git log.
