Code Review
This pull request prepares for the otdf-python 0.4.2 release by updating version numbers and the changelog. The changes are mostly straightforward, but I've found a critical inconsistency in the otdf-python-proto/uv.lock file where the package version does not match the version specified in pyproject.toml. This needs to be corrected to ensure the build process is successful and uses the correct package versions.

Code Review
This pull request updates the project version from 0.4.1 to 0.4.2 across the otdf-python and otdf-python-proto packages. The CHANGELOG.md has been updated to reflect this new version, noting a bug fix to ensure compatibility with the latest connect-python library. The version numbers were changed in pyproject.toml and uv.lock files for both projects. There were no review comments provided.
