Add service shutdown notice with export private key link to the user dashboard login page and oko_attached email login popup.
This reverts commit ef853f6.
Increase shutdown notice text by 2px, center the layout, and place "Sign with Oko" and "Export your private key" on the same line.
This reverts commit 38b3c49.
