updated restart logic for eventlog dependent services

There is a dependency on the eventlog service by Network List Service, and Network Location Awareness. Attempts to stop the dependent services silently fails therefore eventlog does not restart

Description

Allows for eventlog to be be properly restarted by also restarting the eventlog dependent process firstly gracefully, and then forcefully
