Doc-only: handover.md records the campaign as CLOSED (stages #136-#142 merged, ADR-0203 Implemented, v2.2.0 tagged + released per the user's 2026-07-09 release directive) and points the current-state header at v2.2.0 Latest. Residuals (D-515(2), D-514) stay in debt.yaml. 100 lines, within cap.
