This is the pre-prod deploy release of platform opensearch, The goal of this pull request is to make a basic template of a expected good release to be updated before deploying production in the event something is noticed..
This has a working Development and staging release with supporting tasks [smoke test and upload files].

Security considerations
Remove of secure/proxy and oauth2 for a more direct OIDC connection to dashboard instead
Removed e2e tests this will be a ticket down the line for replacement
We want to change permissions for users roles. This is dependent on the upstream community attached ticket
