Remove unused docker files and update build image - #1300

The build base images now live in ECR (nexus/base-image/build), so ECR login is moved before docker build. Images are built with their ECR tags directly instead of building for IBM CR and re-tagging. Removes the IBM CR login and push steps from all three workflows.
