Fixes #26241
The MSI installer has always supported all-users installations. Docker Desktop version 4.92 and later explicitly reject per-user installation attempts; earlier versions accepted the flag but produced installations that could not be upgraded.
This updates the interactive-installation step to match the existing FAQ and removes the misleading implication that per-user MSI installations were supported before version 4.92.
Validation:
git diff --checkpasses.scripts/lint.shwas run; local rumdl and Vale dependencies are unavailable in this environment.
