#​1224 Use the bundled renovate-config-validator

This action now runs @​suzuki-shunsuke/renovate-config-validator, renovate-config-validator bundled into a single file, instead of renovate.
It's installed in a few seconds, while installing renovate takes tens of seconds.
The version of the package is the same as the version of renovate, and new versions are published automatically every hour, so you don't need to update this action to follow renovate.

If the bundle of validator_version isn't published, renovate is installed as before.

The default value of npm_cache is changed to false, because the bundle is small and depends on few packages.
You can still enable it with npm_cache: "true".
