Description
Adds golangci-lint for linting and formatting the server side, as well as biome for JS/TS linting. These are implemented as Github Actions, so should run automatically on new pull requests to the main branch.

With the current configuration (all defaults), there are many issues that have been flagged that need addressing. If the configuration looks good, then I can fix these issues as well.
