Switch changeset scripts to pnpm/pnpx and add Prettier as a dev dependency.

• Dev tooling:
  • Scripts: Update version and publish to use pnpm changeset; add changeset script using pnpx @changesets/cli in package.json.
  • Dependencies: Add prettier to devDependencies.
