This PR is intended to update the CITATION.cff with new entries. This will also be reflected in updates to the draft manuscript for the Journal of Open Source Software (JOSS) in #1249.

To add:

@mfisher87, have you seen this "Check Links" job failing a bunch? Ideas on how to address?

Yeah. This is a tradeoff I'm not sure is worth it anymore, but I do see the job failure in this PR has detected a broken link:

We should fix that for sure and we wouldn't have noticed it without Check Links.

But then there's also failures because e.g. GitHub has rate limits (HTTP 429). And I think the solution to that is updating the ignore list to add GitHub links, which reduces the value of the check links job. 🤷

For this PR I'd say ignore it and merge. Do you have the ability to bypass and merge?
