Unfortunately, it turns out this wasn't actually needed. The configuration file for the GISS Model is actually just the rundeck. |

I separated out the previous PR into two. This is the PR that adds the
HISTORY.rcfile for GISS Model E. The code changes required for setting up SUBDDs is left to #102.[To create this branch, I rebased the
history-rc-file-for-model-ebranch on top ofdevelop, dropping code change commits.]
