Add Algora app entry

• add Algora as an app entry for the public goods funding directory
• add a white/inverted PNG logo and Chladni-style banner asset for the app card/page
• add the issue submitter as an author so content validation can resolve the author reference

This publishes the Algora app submission from #395 with related app and mechanism links that already exist in the directory.
