Very basic attempt at mouseover help

Biggest problem is that the Google docs pop-up display looks terrible, and I don't know if we can reflow it/change fonts or whatever.

Other issues:

• Popup takes up space even when not displayed (probably fixable).
• If pop-up not visible when page loads, anchor tag doesn't seem to work (when I mouse over, top of page is shown).
• Position of pop-up should be better (presumably fixable).
