This pull request updates the pandas dependency to version 3.0.6 across several sample requirements files. However, a critical issue was identified in packages/google-cloud-bigquery-storage/samples/to_dataframe/requirements.txt, where upgrading to pandas==3.0.6 for Python versions below 3.11 (3.7, 3.8, 3.9, and 3.10) will cause installation failures because Pandas 3.0+ requires Python 3.11 or newer. It is recommended to retain older pandas versions for these legacy Python environments.

Pandas 3.0.0 and higher requires Python 3.11 or newer. Specifying pandas==3.0.6 for Python 3.7, 3.8, 3.9, and 3.10 will result in installation failures. Please retain the older pandas versions for Python versions below 3.11.
