This PR updates devenv from 20260408-150528 to 20260930-111347 and regenerates the devcontainer configuration.

Changes in .devcontainer/shared/devcontainer.json:

• The base image is now pinned to the Ubuntu LTS image (ubuntu26.04) rather than the floating ubuntu tag.
• runArgs now sets --shm-size=512m, which gives the container 512MB of shared memory (/dev/shm) by default instead of Docker's 64MB.
• The post-create command now prints a "setup complete" message when the container has finished its installation steps.

devenv no longer sets CPU or memory limits on the container, so it uses whatever your container runtime makes available. For Docker Desktop, this is the amount set in its Resources settings. If you set containerSize in ~/.config/devenv/devenv.yaml, you can remove it because it no longer has any effect.
