The initial WinGet package has been submitted, so the standalone submission guide can be removed. Preserve the reusable release, manifest-generation, validation, and subsequent-update instructions in signing-and-distribution; update the documentation index and architecture links, and point the README to the pending community PR.
Validation: local Markdown file links checked in seven files; no remaining references to the deleted guide;
python site/build.pypassed for 15 files;git diff --checkpassed.
