Add a "Test your download speed" subsection to models-downloading and to datasets-downloading with links to fast.hf.co and hf-speedtest CLI extension

Overview
Adds a new download speed testing section to the model and dataset download docs, pointing users to fast.hf.co and the hf-speedtest CLI extension with example commands.

Also clarifies the Faster downloads guidance by tying it to the Xet-backed transfer path/adaptive concurrency and linking datasets readers to the model page’s tuning details (e.g., HF_XET_HIGH_PERFORMANCE=1).
