Pull request overview
Updates the repository’s Copilot PR-review guidance around changeset wording, and aligns an existing changeset description with the clarified convention (no component prefix for package-wide dependency bumps).

- Clarify changeset description guidance to only prefix with a component name when the change is scoped to a single component/class, not for package-wide dependency bumps.
