Closes #1. Fully implements the foundational base infrastructure stack using Traefik v3, Portainer CE, Watchtower, and Docker Socket Proxy. All services include explicit healthchecks, routing layers under portainer.${DOMAIN}, secure socket container isolation, and a comprehensive documentation guide in the stack README.
