[FEAT]: Support for agent variables and secrets #3463

Describe the need
Recently the agent customization was switched from the copilot actions environment to a new concept of agent variables and secrets. As far as I can see, there's API support but the Terraform provider doesn't support it yet.

We've prepared a proposed implementation for repository and organization Agent Secrets in #3706. It follows the Actions Secrets patterns and includes repository access management, public-key and secret-metadata data sources, tests, and documentation. Agent Variables remain outside this PR's scope. Feedback on the approach is welcome.
