Bump the GPU driver and make it so any GPU driver changes will be tested in CI in UR, SYCL already does.

I think that it would be beneficial if Adapters job from Unified Runtime Pre Commit were to be ran when L0 driver version get bumped. This workflow started failing after the most recent version bump - #20683. It wasn't discovered until some other PRs triggered it and noticed test timeouts/fails.

It seems like there's a CI issue with artifact used in Install drivers step, it's related to this: #20669.
