Classifiers, README, and CI already start at 3.10. python_requires still allowed 3.8/3.9, so pip would install on untested versions. Also upload coverage from 3.12 instead of the removed 3.9 matrix slot. Fixes jsvine#1400

setup.pyadvertisedpython_requires=">=3.8"while the classifiers, README, and the GitHub Actions test matrix all start at 3.10. pip usespython_requires, so 3.8/3.9 could still install a build that is no longer tested.This sets
python_requires=">=3.10"and also uploads Codecov from the 3.12 job, since the old== 3.9condition never matched after 3.9 left the matrix.
