Overview
Adds repeatable --ssh-key flags to dedicated-servers install so public keys can be passed at OS install time.

When any keys are provided, the install handler includes them in the API payload as sshKeys, with multiple values joined by newlines to match Leaseweb’s format. DisableSliceFlagSeparator is enabled on the command so slice parsing does not split key material on commas (e.g. in key comments).

Integration tests assert the install POST body for a single key and for multiple --ssh-key repetitions.
