Add dashboard mock filters

Summary

• Add client-side filters to Active Mocks and Persisted Mappings.
• Reuse the Configuration mock-id input to filter the mock list while preserving Add/Enter behavior for new mock ids.
• Show filtered counts and empty-filter states for each list.
