Description

Migrate to RHOAI 3.4 + PyPI on the main branch in preparation for 0.6 release:

• use quay.io/aipcc/base-images/cpu:3.4.2-1782270165 as the base image
• use https://packages.redhat.com/api/pypi/public-rhai/rhoai/3.4/cpu-ubi9/simple as the Python package index
• Add __9_DOT_6 suffixes to the RPM repos or Clair flags false positive CVEs
