Many LocalGov Drupal councils (e.g. Merton) serve areas with large
non-native-English-speaking populations, but the current sites have
no built-in language switcher for residents.
Proposal: a lightweight, opt-in module that lets a council enable a
language selector on service-finder and key transactional pages
(not a full translation of the whole site, which is a much bigger
scope — just the pages residents use most to find/access a service).
This would benefit any council running LocalGov Drupal with a
diverse population, not just one site.
