Change the default view mode for the services child pages to localgov_card

Now that localgovdrupal/localgov_core#231 and localgovdrupal/localgov_base#659 have been merged, the default config for the localgov_destinations field and equivalent in sub landing pages should be updated to default to using the localgov_card display mode for rendering child pages.
