In a Telegram private chat either participant can delete any message for both sides, and HandleMatrixMessageRemove already sends messages.deleteMessages with Revoke: true for non-channel peers. DM portals, however, keep the default redact power level (50), and the user only has 0, so the homeserver rejects a Matrix redaction of the other person's message. Deleting a spam DM for everyone works in the Telegram apps but not from Matrix.

This sets Redact to 0 in getDMPowerLevels, so the user can redact either side's messages in a DM portal and the bridge revokes them on Telegram. Group and channel power levels are unchanged.

Telegram lets both participants of a private chat delete any message for
everyone, and the redaction handler already revokes with Revoke: true, but
DM portals kept the default redact power level (50), so a Matrix user could
not redact the other person's messages. Lower redact to 0 in
getDMPowerLevels.
