skills(review-runs): filter the outage lookup by title, and trim the drain section - #949

ci-fix also labels its transient-diagnosis trackers tend-outage; an open one would be read and closed by this sweep. Match on the title the harness itself filters by. Co-Authored-By: Claude Fable 5 <noreply@anthropic.com>

Completes #851: the squash raced the review-fix push, so the merged section kept the unfiltered lookup. This lands the remainder — match the outage issue by the title the harness itself filters by (ci-fix also labels its trackers tend-outage), and tighten the prose around the recipes.
