Merge in RTD documentation from WAVES. Currently hosted via Acacia's github, but we can move it over once merged in.

Question: are we wedded to using restructured text here? Converting Empirical to Markdown was pretty painless, and I'd be happy to do it for MABE if everyone is on board with it.
