Can't undo permissions even though I have the stated correct permissions on.

Describe the bug
I am trying to unconsent to permissions and not able to turn them back off.

To Reproduce
Steps to reproduce the behavior:

1. Turn on a user read permission.
2. Try to turn it off and get a grayed out button
3. Turn on permissions it says it needs
4. Now can't turn off even those permissions

Expected behavior
I should be able to toggle on and off permissions
