Adding documentation changes for label locality support #61442 to

## Description

Rewrite of the node failure test.
These tests have been timing out and have recently been disabled (
[https://github.com/ray-project/ray/issues/62454](https://github.com/ray-project/ray/issues/62454)
)

This rewrite passes on CI and uses pytest.

Fix a minor spelling mistake of 'overriden' in code comments across
multiple modules (autoscaler, dashboard aggregator, data, llm tests,
tune, rllib and GCS tests). No functional changes.

## Description

This PR fixes a minor spelling mistake of `overriden` (correct spelling:
`overridden`) found in code comments across multiple modules. No
functional changes — comments only.

Affected files:

- `python/ray/autoscaler/_private/updater.py`
- `python/ray/dashboard/modules/aggregator/publisher/configs.py`
- `python/ray/data/_internal/datasource/huggingface_datasource.py`
- `python/ray/llm/tests/batch/gpu/stages/test_vllm_engine_stage.py`
- `python/ray/tune/experiment/trial.py`
- `rllib/algorithms/appo/appo_learner.py`
- `src/ray/gcs/tests/gcs_task_manager_test.cc`
- `src/ray/gcs/tests/usage_stats_client_test.cc`

Also fixes a small related grammar issue in
`rllib/algorithms/appo/appo_learner.py` (`would overriden` → `would be
overridden`).
