What changed in this PR
Retires the Terraform definitions for Windows 11 24H2 x64 CI image galleries as the final step of the CI retirement rollout.
Changes:
- Removes the two legacy image-map entries and the explicit production/alpha gallery and image resources.
- Leaves FooFrix, hardware, Server 2025, and ARM64 definitions unchanged.
The rollout requires builds to stop, pools and gallery versions to be removed, VMs to be drained, and the full Terraform plan to be reviewed before merging.

Merge last, after builds stop, pools are removed, VMs are drained, and gallery versions are cleared. Review the full Terraform plan first. No cloud resources were changed.
