Description

• These were addded to Stream and all reader and writer classes.
• Update and added unit tests accordingly.
• Major improvements in IntelliSense comments.
• Fix license header in most of the files.

Motivation and Context

• Improvements following generic classes.
• Related with Support for generics <T> Home#782.
