I just had some time to revise the docs. I filled some gaps with boilerplate text for better readability. For some sections, I also added short hints on how to do certain things by pointing to specific repositories (such as writing cost layer plugins).
@Cakem1x FYI, as soon as this compile, I will go ahead and merge this, since I do not think anything was added that could make the documentation worse than before. Still, feel free to add any notes here for a future PR.
