Clearances can be assigned to a bulk number of personnel by pasting unity ID or campus ID values into a text area.

Notes to reviewer
This is accomplished through a temporary solution - by hitting the personnel search endpoint for every person listed in the text area. This will send quite a lot of requests to the clearance service, and it will have to be updated whenever a viable alternate endpoint is available in the clearance service to parse a bulk number of identifiers.
