Problem: `eslint-plugin-import` supports only `eslint <=9`, so `npm ci` fails with ERESOLVE. Its two enabled rules caught nothing anyway: all 4 no-mutable-exports sites were suppressed, and no-extraneous-dependencies allows devDependencies by default, so it only flagged what tsc reports. Solution: - Bump to eslint 10, typescript-eslint 8.71, unicorn 76. - Drop `eslint-plugin-import`, and the unused `@eslint/js`/`globals` imports (no enabled rule consumes declared globals). - Fix the new `unicorn/prefer-ternary` and `new-cap` errors.
