What this PR does / why we need it
Moves CI to Numaflow's dedicated self-hosted runners (numaproj-runners) instead of GitHub-hosted. Also removes the 13-job parallel cap on e2e-tests. That cap existed to share GitHub-hosted capacity with numaplane, which no longer applies here.

Only ci.yaml is changed in this PR. Other workflows (release, nightly-build, etc.) will follow separately once this is validated.
