What this PR does / why we need it:
add callback for external sql interceptor
current config introduce callback attribute which builds with apiProperties
let's take a example for how to configure it by using onReviewNeed.
if onReviewNeed configured, it will triggered when checkResult returns ReviewNeed
response will be extracted with responseExtractExpressions. this will passed to body configured in onReviewNeed with prefix 'external.response.'
