Rename LICENCE files to LICENSE and standardize the spelling - #28

Renames the five example/template LICENCE files and fixes the spelling in the submission guide, the pala-ulm-ratbrain README, and the submission-eval skill. The eval skill still accepts either spelling from contributors; LICENSE is now the canonical form. Co-Authored-By: Claude Fable 5 <noreply@anthropic.com>
