Description
Add two new entries to the "What's New" section in
README_zh-cn.md:openvela Official Website Launched: openvela now has its own official website (https://openvela.com), providing developers with a convenient channel for project information, documentation, and community updates.
First openvela Officially Certified Development Board: The Gemini-S1 development board by Runxinwei Intelligent Technology Co., Ltd. has become the first board to pass the openvela official compatibility certification.
Both entries are added before the existing items in the "What's New" section.
Supersedes #514 (closed due to Chinese characters in commit message failing CI check).
